Delta State Public Procurement Commission Honours Oborevwori with Award of Excellence,Says Delta Executed ₦654.5bn Projects Without Borrowing

Delta State Governor, Rt. Hon. Sheriff Oborevwori, has received an Award of Excellence from the Bureau of Public Procurement (BPP) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) in recognition of his administration's commitment to transparency, accountability and prudent management of public resources.
The award was presented on Wednesday during the opening ceremony of a two-day Public Procurement Enlightenment Workshop for members of the State Executive Council and top government functionaries at the Unity Hall, Government House, Asaba.
Represented by the Deputy Governor, Sir Monday Onyeme, Ph.D., Governor Oborevwori said his administration had executed projects worth over ₦654.5 billion in 2025 without resorting to borrowing, attributing the achievement to fiscal discipline, prudent financial management and strict compliance with due process.
According to him, the state committed more than ₦654.5 billion to procurement activities involving contracts valued at ₦25 million and above, leading to the award of 362 contracts across critical sectors, including road infrastructure, education, healthcare and other strategic development projects.
"Our administration recognises that an efficient procurement system is essential to good governance. This has informed our efforts to strengthen institutional frameworks that promote openness, fairness, competition and value for money in project execution," the governor said.
He added that the successful execution of major projects without borrowing demonstrated that responsible governance and sustainable development could be achieved through prudent resource management.
Oborevwori described the workshop, themed "Understanding the Delta State Public Procurement Law, 2020," as timely and strategic, noting that a proper understanding of the procurement law was essential for public officials involved in planning, approving and executing government projects.
He stressed that public procurement remained one of government's most important responsibilities, as it transforms public funds into critical infrastructure such as roads, schools, hospitals, bridges and water projects that improve citizens' lives.
The governor reaffirmed his administration's commitment to deepening procurement reforms by strengthening the Delta State Public Procurement Commission through sustained funding, manpower development and institutional support to improve efficiency and public confidence in government processes.
He also commended the Chairman of the ICPC, Dr. Musa Adamu Aliyu, SAN, the Director-General of the Bureau of Public Procurement, Dr. Adebowale Adedokun, FCIPS, ACTE, and other resource persons for partnering with the state to promote transparent and accountable procurement practices.
Governor Oborevwori urged participants to take full advantage of the workshop, emphasising that compliance with procurement regulations was not only a legal obligation but also a cornerstone of good governance and the successful implementation of his administration's M.O.R.E Agenda.
Presenting the Award of Excellence, the Director-General of the Bureau of Public Procurement, Dr. Adebowale Adedokun, commended Governor Oborevwori for what he described as prudent management of Delta State's resources and adherence to due process in project execution.
Earlier, Chairman of the Delta State Public Procurement Council, AIG (Rtd.) Barr. David Igbodo, said the workshop reflected the state government's unwavering commitment to institutional excellence, transparency, accountability and strict compliance with the Delta State Public Procurement Law, 2020.
He noted that Governor Oborevwori's leadership had consistently demonstrated that adherence to due process was not merely a statutory requirement but a vital tool for achieving good governance, adding that the implementation of the M.O.R.E Agenda had been strengthened by procurement practices that ensured only qualified contractors handled public projects.
